Motability have designated mobility centres with teams of doctors and Occupational Therapists who work alongside driving instructors with specialist knowledge to help assess cognitive challenges with learning to drive. Some Special Educational Needs that may impact the ability to drive include : Autism, ADHD or Dyslexia.
It may or may not be possible for people with special educational needs to learn to drive to the required standard, an assessment may be required to explore this further. You must inform the DVLA if you have a Learning Disability, however you do not need to declare a learning difficulty (such as dyslexia).

It is best to discuss any lasting changes with a doctor and/or occupational therapist in the first instance.
